Philippine Passport Renewal: What Da Heck To Really Expect

I finally got my E-Passport last week, after waiting for 2 months and 2 weeks. So how is this (not so) new DFA Passport Appointment System? Hmmm, let's just say it didn't/doesn't/won't make a lot of Pinoys happy.

Machine Readable Passport (MRP), Green Passport, E-Passport.

DFA's website is very straightforward. Most of the information below were actually taken from their site, but I've added a few tips (plus waiting time for each step) which hopefully you guys may find useful.

Setting an appointment thru http://www.passport.com.ph/:

1. Fill out the online application form completely. Before clicking "submit", double check the information you've provided.

2. A list of documentary requirements will then be given, according to the type of passport you currently have. Since I had a Green Passport (passport issued after May 1, 1995) I needed to prepare:

a. my old passport, a photocopy of pages 1-3 and the back cover (photocopying service at DFA's P2 or P3 a page?!),
b. photocopy of the pages with the latest Bureau of Immigration departure and arrival stamps (obviously IF
you've left the country).

And since I wanted to change to my (foreign) hubby's surname, I also needed an NSO copy of our marriage contract and a PDOS Certificate of Attendance (color green) I got from CFO (Commission of Filipino Overseas).

3. Now for the tricky (and overly frustrating) part, choosing your appointment date and time. The soonest you may be able to book is 1-2 months away. My advice, keep clicking and pray for the system to miraculously give you a vacant slot. If you're really desperate, you could also try logging in and out. Some people I know have tried this and it worked.

4. You'll be given the reference number and a link to print your application form via email. Don't forget to bring this printed form with you on your appointment.

Setting an appointment via the DFA Appointment 24-Hour Hotline (02) 737-1000:

1. Prior my DFA appointment, I called the hotline about 4 times regarding various inquiries. In all instances, my call was picked up by a Customer Care Officer in less than 2 minutes (after office hours). All of the officers were very patient answering my questions - never in a rush. I wonder if they need to maintain an AHT (call center lingo, Average Handling Time).

2. The officer will provide the soonest dates, and time slots. You choose which is the most convenient for you (FYI, 7am sched is the least crowded).

3. Once you've agreed on a certain schedule, the officer will ask for your personal information and inform you about your documentary requirements.

4. Lastly, he/she will provide you the reference number. Take note of this and make sure you don't lose it. Otherwise you'd have to set another appointment. You need not print your application form from the website, presenting the reference number at DFA will do.

Appointment Day:

1. You are expected to arrive 30 minutes before your schedule. It says on the website that early/late comers will not be entertained. Uhm, not entirely true (but please, let's follow our designated time).

My recommendation, be there an hour early. Before you reach the Appointment Counter, there's already a long queue upon entering the DFA Consular Office's gate where a guard checks print outs and reference numbers. My schedule was 1:30 PM. I got there just before 1 and was in line for an hour.

Don't ask a buddy to accompany you. He/she will not be allowed to get in.

2. Show your printed application form at the Appointment Counter. If you only got a reference number, present this to the officer and he/she will give you the printed form (furnished by the Customer Care Officer you spoke with thru the hotline).

Should there be incorrect info, you'll be asked to make the necessary corrections then sign beside them.

3. If you peruse the form, you'll notice that there are certain blanks which will require your signature (for example, if you have received back your old passport). Do not sign them yet. You shall do so when asked, in front of a DFA officer.

4. Then you'll be directed to the Information Counter where you could get your queue number (for renewals, it's highly likely that there'd be 150-200 people who'll be served before you) for processing. You could sit (that is, if there's a chair available) while waiting for your number and the corresponding processing window to be flashed on the screen. I waited for an hour, while the verification of my documents took less than 2 minutes.

5. Cashier's next and it's situated on the second floor of the building. This time I spent an hour and a half in line, actual payment only took 15 seconds!

Regular: P950 (20 business days)
Express: P1200 (10 business days)
Delivery fee is not paid at the cashier. There's a separate counter for such.

6. Another queue number will be given at the Encoding Section. Wait for your number to be flashed on the monitor and the corresponding data capturing booth number. At this point, you'll have the chance to retouch your make up. I had a whole hour to do so.

If you set an appointment via the hotline, chances are the officer will remind you to wear a plain, collared top. Though the frame of the photo won't really reach down to your collar, I suggest we still follow this. And oh, you might be instructed not to wear slippers too.

7. The last step, data capturing. You'll give the application form and documents (which were previously checked at the Processing Section) to the officer. He/she takes your photo (don't be shy to ask for another shot if you don't like the first one), signature and fingerprints. Done in 15 minutes.

8. Optional, you can pay for the delivery service at a counter just beside the Encoding Section. Expect your passport to be delivered a day after the release date. The courier company will take your O.R.-slash-claim stub and will replace it with a different receipt. Giving them your DFA O.R. proves that you're authorizing them to claim your passport for you. You'll be given a number for you to contact in case your passport is not delivered on the expected date.

Don't know where the DFA Consular Office is? Here's how to get there.

Gad, I've been hearing a lot of complaints about this. I hope they'd have sorted this out when I have to renew... in 2013.

A friend of mine went to Batangas to have her passport renewed. I think her mother sweet-talked some of the people there so she was able to apply at DFA Batangas.

Heya princess_dyanie :) You are very lucky to get such schedule. And yup, kahit ano basta may collar. Yung photo ko nga puro face lang. Extreeeme close up, haha!

Pa-photocopy ka na ng docs before going to DFA, oks na yun. As for the 'back cover', yun yung may barcode at signature ng approving officer. Include mo na yung last page.

Good luck gurl!

Galing naman the mum of your friend Nina! I think the main problem is the human traffic, not the system.

I'm also guessing that a lot of people think that Green Passports are not valid anymore so nagpaparenew na sila kahit hindi pa kelangan.

Sana nga by 2013, or sooner okay na lahat.

Very informative. Thank you for sharing. Next year na lang ako paparenew, cguro mas maayos na proseso by that time.

So nice to see you blogging again Chrissy! Anyways, yep, you might want to renew that once the passport renewal process is in order. Your Green Passport's still okay pa naman. Added expense pa yun.

Hey Rustom, you need not write anything under landmark. Di naman siya required field. At kahit ipapadeliver mo ang passport, pwedeng dun na sa DFA mo bigay ang info.

Where did you get your sched, on the website or thru the hotline? The last appointment I believe is at 3:30pm. I suggest you call the hotline and clarify this. Keep your reference number handy when you do, they might ask for it.

I had my green passport renewed last July 27.
schedule namin ng mom ko is at 8am.
We arrived at 8:15. Pagpasok namin sa gate, they have a table with a computer to check kung may apppointment ka talaga. When they scanned our forms, ibang name yung lumalabas. nyak. pinagkamalan pakong nandadaya. Buti na lang they have a printed list and andun ang name namin ng mom ko. Then pinapasok na kami dun sa loob. No numbers. Pila lang na nakaupo sa renewal about 30mins. then akyat sa taas, paid at the counter then may roving cashiers na rin for those who want to have their passports delivered. sila na lumalapit. after paying, hingi ng number for the encoding. sabi sa mom ko tatawagin na lang siya (senior hehe). after 2 mins, tinawag na nga siya. ako i had to wait for about 10-15 minutes kasi pang 120 pa ata ako. nyaha. mejo nagloko lang yung server ng passport delivery kaya slightly nahinto din ang pila dun. by 1030, tapos na kami.

Hi Stray Pusiket! Thanks for the info. I guess they are coming up with other ways now to quicken the process. Your sched's actually the best one. Afternoon appointment's hell... like mine :(

Yup, it is almost always a two-month wait. They limit the number of applicants per day. Are you a new applicant or is your passport for renewal?

Hello there, I called earlier sa Philippine E-Passport Renewal... I want to renew my passport sana, 'coz I have a flight on November 5. Nagulat ako kasi ang available appointment nalang nila is from 3rd week of November.. Any tips para umabot ako sa flight ko? This is really frustrating :(

Pinay Travel Junkie said...
September 9, 2010 at 9:59 AM

Hi. Unfortunately, we can only choose among the dates provided thru the hotline and on the website. I have not heard of a rush processing option yet.

Thing is, the government expects us to renew our passports as early as 6 months before its expiry (requirement for traveling overseas). So I guess we don't have an excuse.

I do advice you to keep checking the sched every so often because sometimes the dates change. Earlier dates may open up.

Good luck!

Hi there! i have the same sentiments as most of the above na nag-post..i need an earlier schedule for the appointment. Would it help speed up the process kung sa provincial consular office ako pumunta (say Batangas City, i'm from Laguna) and dun magrenew ng passport ko?
Thanks

Hi. Im really confused..I've searched the we b for answers and all are conflicting. My husband is scheduled to leave tomorrow for US and just today a friend told me that my husband's green passport is not valid anymore (expiry Aug 2011)..Just want to know if this is true. Thanks

Pinay Travel Junkie said...
September 16, 2010 at 12:31 PM

Yep, it can really be frustrating finding facts on the web. I am not entirely sure of this too, but some Pinoys mentioned on online forums that the US is not accepting the Green Passport anymore - even if it's still valid.

Best thing to do is ask the embassy itself. Either that or let's see what happens tomorrow. I really hope your husband wouldn't have any problems. Good luck!

hi! =) need your good advice. i have my passport renewed thru a travel agency last sept.12. but uptil now, they haven't sent me an email on my scheduled appointment date at DFA. i read in some forums/blogs that getting the scheduled date is fast (longest na ang 7days ata). have i been fooled? they let me pay Php2000 pa! though they are legitimate (located in SM), bat ganun kaya?..i should have made an appointment thru the DFA website =( kaso the agency still holds my old passport. need your help. thanks! =)

Pinay Travel Junkie said...
September 28, 2010 at 8:22 PM

Hi there! What did the agency say when you did a follow up? And about the scheduled date, as far as I know it still takes a max 2-month wait for an appointment. It really depends.

Perhaps your agency has already set an appointment but is still waiting for an earlier date... Hula ko lang. Hehe. I'm not familiar with how agencies go about renewing Epassports now.

If it takes 2 more weeks and you don't hear from them, sobra nang wait yun. Mabilis lang dapat malaman kelan ang appointment.

Hope everything goes well :)

For those who need to get an appointment ASAP. Go to the RCO in Batangas. You’d be able to get an appointment and processed the same day.

I went there this morning and was able to complete the whole process today as well. Hope this helps.

By the way, if you’d like to inquire, the number there is +63 43 7220578. They are at Batangan Plaza (yes you read it right Batangan and not Batangas plaza)… I really can’t say how to get there as i’m really geographically incapable of remembering places. My hubby drove me there… we took the Star Expressway and was just following the signs going to Batangas City and low behold… I saw Batangan Plaza.

Pinay Travel Junkie said...

Hi MsLea, online appointment is the only way to go. But I am not familiar with DFA satellite offices, so hopefully someone else can help you with that. Malayo na ang renewal appointment date dahil marami ang nagpaparenew and iilan lang ang kayang i-accommodate ng DFA office sa MOA. Goodluck!

Hi,

Can fill out our application form before having our appointment? Sabi kase sa email, "Please do not sign the application form. You need to sign it with the presence of a DFA officer in the processing window."
So sign as in pirma lang? Pwedeng mag supply na ng info pero wag lang pirmahan? or sign as in filling it out?

Thanks!

Pinay Travel Junkie said...

Hi Pinay Travel Junkie,i find your blog very informative, thank you for providing all these hints.

What I did, I was able to choose Nov 20 appointment, but I tried to get an earlier date, so ginawa ko I clicked back ang went back to the previous page with continue and submit button, until I got dates earlier down to Nov 15th. Patience is a virtue during the online appointment application. I will go home to Phil to grab this appointment. I have one question, when they say 10 days for RUSH application, nasusunod ba talaga yun? I need the passport rushed before my vacation expires on Dec 7th. That gives me 23 days to wait. Is it really 10 days?

Pinay Travel Junkie said...
October 17, 2010 at 11:59 AM

I am really glad this worked for you. Ilan lang sinuswerte :) And do not worry, you will be able to get your passport in 10 days. There might be a one day delay if you'd have it delivered.

Hi! Share ko lang. My family and I have a scheduled travel abroad this coming Nov 20. After gathering and completing all the requirements needed for our passport application, I went to http://epassport.com.ph/set-appointment to make a family appointment only to find out that the earliest available date they could accommodate us is Nov 25 na. =’0( Then, out of desperation para lang matuloy at makasama kami sa tour ng buong angkan namin we thought maybe we could try the Regional Offices like in Batangas or Pampanga. Since we’re from the south (Paranaque) we tried calling DFA-Batangas 1st then sabi nila pwede naman kami mag-apply ng passport dun same process and results lang din like the one here in manila. Yun nga lang kelangan nga lang daw talaga namin mag-tyaga pumila. Ok naman samin yun basta makakuha lang kami ng passport before the 20th of Nov. Only worry ko lang kasi kasama namin baby ko sa pag-a-apply sana hindi magulo, matagal at mainit kasi kung hinde kawawa naman baby namin. So for those na naghahabol magka-passport you might wanna try their regional offices. If you’re from the north DFA-Pampanga pinakamalapit and then sa saouth naman DFA-Batangas. Sacrifice ka nga lang talaga sa byahe pero kung kailangan na kailangan mo naman talaga why not try di ba?

Hi! Thanks for this post. I just wanted to ask something. I'm a minor and I usually travel alone. Do I still need to bring the DSWD clearance, guardian information, and other stuff concerning my guardian? Since DFA has requirements for minors who are travelling with either their guardian or parent. But what if I travel alone?
Also, I'm not really going to travel right now. It is going to be just plain renewal. Thanks in advance! :)

Hi, I know you already answered this but I talked to someone last night who was claiming otherwise, supposedly from recent personal experience. It got me worried because I have scheduled a trip this January and my timelines are kind of tight. Will the rush processing for passport renewal really take more than 10 days? Your advice on this would be very much appreciated...

Pinay Travel Junkie said...

How long did the rush processing take then? I have read feedback from some people that it took a day or two longer just because of delivery issues. But I haven't heard of any delays caused by DFA itself. Maybe it's just an isolated case?

Tanong ko lang, hindi ba dapat makukuha mo kagad yung passport mo after 20 working days (for regular processing) and 10 working days (for rush processing)? Why did it take you 2 months and 2 weeks before you finally got yours? Worried lang ako kasi nagset rin ako ng appointment for passport renewal, last week na ng march yung nakuha kong earliest date na may vacant slot. Rush na lang yung pinili ko instead of regular processing kasi I'm going out of the country on the first week of May. Maghihintay rin kaya ako ng ganun katagal tulad ng sayo bago ko makuha ang passport ko?

Pinay Travel Junkie said...
February 2, 2011 at 11:56 AM

Sinama ko po ang days na paghintay ng appointment. Like you said, late March is your appointment and that's about 2 months from now. You'll get your passport before your trip for sure.

Hi,

Thanks sa post mo...talagang useful ito.

Na-miss ko tuloy ang long queues sa dating DFA, at least within 2 weeks, kuha na ang pasaporte.

Bakit?

Nag-Set an Appointment sa online via sa link na ito http://epassport.com.ph pero ang slots for appointment ay March 25, 2011 pa.

Kaya lang flight ko ay in 3 weeks (feb.27,2011)
A bit desperate. (rush po)
Is there another way than online and 737-1000 appointment system?

Hi, you can try the regional offices. Baka ma-accommodate ka agad. But the shortest processing time there is 10 days rin. Good luck!

Well, my experience at the new DFA COnsular Office in Paranaque was almost hell. I went there to have my green passport validity extended. I arrived at 7AM and there were already hundreds of people lining up. Then I had to write my name and concern then wait along with other people for our names to be called. My name was called at 1PM then wait for another hour to be served inside the passport division.I finished at about 2:30PM.

It was almost hell. The security guard was also acting as the information officer. He was not only distributing the coupons where names are to be written, he was also the person who calls the names of those applicants and most of the time get harassed by applicants who asked him so many questions all over again. I don't even know if he's giving correct information. People got so impatient that some had to make "ways ways" just to get in front of the line.

Grabe...DFA needs to fix this!!

I just noticed that a lot of people are asking on how to have an earlier appointment. Based on my experience, you can go to the Director's office but you will need to have supporting documents showing that there is really an urgent need for you to get or renew your passport. But then again, it depends sa nakausap mong person from the Director's office. Malas lang pag natapat sa masungit.

I have been reading many comments on many different blogs and I have come to one conclusion : alot of talking and alot of confusion!! My gf got her appointment online 11 days from now in MANILA. The process was quick and easy! Up until today there are no delays at the DFA Manila in terms of passport renewal (normal or rush) which is NOT the case in the regional offices where for example in Zamboanga there is a waiting period of 2 to 3 months..the same seems to be occuring at the Philippines Embassy in KL (Malaysia)?!?

After much debate and a few arguments I intervened and completed the whole procedure for my gf and convinced her to go to Manila!! This was because she was spending alot of time calling relatives who suggested this and suggested that..to go here and go there because they had a contact who could help her out with renewing her passport!?!? In the end to avoid anymore 'speculation' and alot of phonecalls to relatives who knew NOTHING, NADA, ZERO!! Only good for talking! I intervened and with a few simple clicks the appointment was set and all went smoothly! My advice is that if you dont want to wait for ages then set an appointment in DFA Manila. Then some extra advice : avoid discussing too much with relatives and other people who know NOTHING of renewing a passport because they have probabaly never seen a passport in their life. Goodluck!!

From the counter my releasing date is July 22 , I applied May 13. And yes i saw from their website that should atend CFO if marid to a non filipino. But when i called DFA Iloilo they said they do not require it. I was confused so idecided to go DFA the next day...done for application. 3 days left releasing date na..hopefully I am not waiting for nothing..

Hopefully they don't suddenly ask for it. Be reminded also that in case you get your residence visa to your hubby's country, immigration officials will ask for the CFO sticker on your passport. So might as well attend the counseling anyways to avoid departure hassle

Im about to get married kase and I need my passport by september (for the honeymoon), kaso based sa requirements, kelangan ng govt issued ids. I resigned from work (because of the wedding preparations) and I dont have sss/phil health/license and hindi naman ako nakaka boto kaya i cant get the voters/comelec certification. I read from somewhere na i can bring daw old ids (school id, company id...) is this true?

Can I still use my old passport(Which means DFA will not cancel my old passport yet) while waiting for my new passport to be processed?

Cheers!!!

Pinay Travel Junkie said...

Once you apply for the new passport, they will ask you to surrender your old passport to cancel it (then they give it back to you). So during that period of waiting for the new one, you won't be able to travel overseas.

Thank you for this very informative post. I have a question. I have a passport appt next week and I just noticed when I printed my app form that my address had the word NONE at the end. I remember during the online application I was asked if I had a province...and I think I put NONE in the box for province. Will that make my app form invalid? Do I have to make a new form? I also would like to ask how to make a new app form once you have a scheduled appointment already. Thank you very much! -mia

Hi! I learned a lot from this blog so i want to share my experience for the benefit of those who will be applying for their passports pa lang.

I was originally scheduled last Aug 4 at 3:30pm. My husband accompanied me and went there around 1pm (bad move for both of us kase super init at hindi pa nila ina accomodate ang early birds like me) So we just waited in SnR. We came back around 2.30 and thankfully, pinapasok na ako.

The waiting area outside was super full pero I have to commend DFA for being able to manage it well. It took me approx 1 hour before ako makarating sa isa sa mga counters. I presented mg NSO birth cert, NSO marriage contract, Phil Health and old school ID. MY PHIL HEALTH ID WAS NOT ACCEPTED (but my old school id was so I was cleared sa ID requirement)

My 'problem' however was with my Birth Cert as it was not readable daw. I tried to argue (in a nice way :P) but the person on the counter said na hindi daw talaga pwede. I should get daw a certified true copy of my Birth Cert from our civil registrar (CTC). I was a bit frustrated kase I was born in the province so it means I have to comeback pa for another day.

Buti nalang the guy on the counter signed my paper para hindi ko na kailangang magpa sched uli. I just have to go directly to him pag ok na ang CTC ko.

I was able to comeback this morning. My orig plan was to get there by 7am pero I overslept so I got there at around 9:30am.

Lo and behold! By 10:30am I was done was picked up by my husband from the DFA office =D

I must say, to those who are planning to get a sched, (esp sa mga may kasamang bata) the best talaga ang early morning. Walang pila, hindi maiinit ang ulo ng mga staff :P

in the US, you are not required to use your husband's last name (esp if you are a writer, doctor etc with existing creds) after marriage.
and since we were not married in the Philippines, I opted to renew my passport without the name change and the extra paperwork.
Easypeasy. You fill out the form online, print, bring extra photocopies of IDs etc and pay. It takes 8-10weeks for our passports to be processed (they supposedly ship it to DFA in Manila and back to the US). Mej matagal lang.

WARNING TO ALL PASSPORT APPLICANTS

Do not avail yourself of COURIER SERVICES like LBC inside the DFA. The delay they cause is horrible. LBC is controlled by the DFA cooperative.

It is advisable to personally pick up your passport on the date of release, because the DFA cooperative is not prompt in forwarding the passports to LBC for delivery.

It will cause you grief on the undue delay.

If entering the appointment form, and you dont have a landline phone, don't leave that blank, fill it with 7 zeros: 0000000. Same for the Office number: write 0000000. If you leave those blank, the form will not be sennd, and ye get the message "incomplete"

DFA has a record of your passport. Kelangan ireport mo na nawala. I think you need to submit an affidavit for the loss, tapos apply ulit ng bago.

Hello friends,

You can set your DFA Appointment date at http://www.passport.com.ph/. Print the form that you'll bring on your appointment date.

Glad to Help.

Hi Pinay Travel Junki ... Thanks fo the full details .. Well, that's pinas .. wala naman magagawa kundi sundin ang sistemang gusto nila.

Thank you so much for blogging this malaking tulong to sa nakakarami. :)

pag renew ng passport, kinukuha ba nila yung old e-passport? Kung hindi, binubutasan ba nila yun to be invalid? Wag sana butasan kase may valid visa pa ako dun.

Hi..I wanted to ask your point regarding my dilemma. I was able to click the confirmation code given by mail sent by dfa. (By the way, I opted to booked online for my dfa passport renewal sched) however, I was not able to download it. Is there any other way that I can proceed with my renewal. Should I call their hotline number and ask for another code so that I can print the code or is it ok for me to bring the reference number. Pls help..I need answers for this since my schedule will be tomorrow. Thank you

Bring the reference number, and try to proceed with your renewal anyway and tell them what happened. I'd say it would we wise to call them first and ask though.

hi.. my passport was extended for a year and it is valid until may 3, 2014 including the extension. I will be going back to the Philippines for a 35 -day vacation on January. My concern is , is it proper to renew my passport during those 35 day period? Would there be no conflict regarding my exit -re entry visa which is actually stamped on the old passport? will it be handed over to my new passport? Is it going to be a problem during my entry and exit to the country? Glad to hear any feedback. Thank you.
